Jiaozhou Bay is always one of the most important sea areas for the constructionand development of Qingdao. It is playing a more and more crucial role along withthe rapid development of economy and society. In the recently years, the amount ofpollutants discharged into Jiaozhou Bay has risen steeply, causing environmentdeterioration in this area, which is detrimental to the long-term development ofQingdao. To solve water pollution problem in Jiaozhou Bay, reduction of emissionamount and optimization of discharge mode should be studied.In the past decades, worsening water pollution tend in Jiaozhou Bay has beenunder control generally, but pollutions in certain areas hasn’t been controlledeffectively and COD, nitrogen and organic phosphorus pollution becomes ratherserious. In the past years, government of Qingdao has adopted a series of newmeasures to control pollution in Jiaozhou Bay, such as setting definite protection goals,establishing discharge reducing standards, propelling structural pollutant emissionreduction, establishing environmental safety system, removing large enterprises withheavy industrial pollution, forbidding construction of pollution projects, prohibitingdischarge of wastewater and sewage water without treatment, regulating fattening andraising industry, advancing discharge standard to grade A, control pollution sources,and so on. The new methods will lead the protection and treatment into a new era.Based on the new Marine Project of Shandong Province(from2011to2020),therecent accomplishment of pollution problems in Jiaozhou Bay, the measures havebeen taken to prevent more pollution and the results of Finite Elements Methods, thispaper put forward a series of reasonable ideas on the pollution control problems inJiaozhou Bay. The main conclusions are as follow:Firstly, based on the relevant information on water environment protection andnew policies, rules and protection measures for Jiaozhou Bay, the presentenvironmental status and main pollution sources of Jiaozhou Bay are analyzed in this paper.Secondly, according to characteristics of Jiaozhou Bay, tide dynamical modelwas used to simulate the change of tidal current regime. Results were validated by realdata from two tide monitoring station and four sentinel sites. Convection-dispersionmodel was created and tested by data of2008.Thirdly, taking Tuandao sewage treatment plant, Haibo River, Licun River,Loushan River, Moshui River, Dagu River, Yang River, Lianwan River as mainpollution sources, annual average concentration distribution of COD and nitrogen inJiaozhou Bay was simulated and tested by the data of2008. Results showed that:COD concentration at the source of Dagu River and Moshui River were worse thanGrade Ⅳand the maximum instantaneous COD concentration were7mg/L and6mg/L respectively. Regions around other pollution sources have been pollutedapparently, the area of water quality worse than Grade Ⅲ was7.63km2. Themaximum instantaneous concentration of nitrogen in Dagu River and Moshui Riverwas4mg/L and6mg/L respectively. In more than one-third areas, water quality wasworse than Grade Ⅲ.Fourthly, based on the pollution load in2008, average distribution of COD wassimulated and analyzed under new pollution source arrangement. Results showed thatoffshore emission can reduce the concentration of COD significantly.Fifthly, average distribution of COD and nitrogen of2015was simulated andanalyzed based on the new policies.
