As we all know, the production process which makes scrap-electric furnace steelmakingas the center, namely short process, with the obvious advantages of saving energy and water,reducing waste gas and solid waste, etc, the process becomes a effective way of reducingcapital and cost, improving capital turnover efficiency and enterprise profitability, andbecomes an important mean of energy conservation and environmental protection of Steelenterprises. At present, the global proportion of scrap steel is about37%, while our country isabout14%, some developed countries are more than50%, and it is far away with the target ofenergy conservation and emission reduction, the development of recycling economy andsustainable development that our country advocated. On the basis of full analysis of scraprecycling at present in our country, this paper put forward some suggestions aiming at thedevelopment policy of scrap recycling and strategies of scrap steel recovery.This paper is divided into six chapters, chapter one is introduction, mainly includes thesignificance, content and technical route of the paper. Chapter two is literature review, on thebasis of reading related literatures at home and abroad, it summaries the present study status ofcircular economy reverse logistics and scrap recycling, and put forward research direction ofthe paper. Chapter three analyzes the current situation of scrap steel use, especially analyzesthe storage, output, utilization of scrap steel, and proposes some problems of scrap recycling inour country. Chapter four and chapter five are core section of the paper, chapter four first studyhow steel enterprise to select the operation mode of scrap reverse logistics, and then it putsforward a series of suggestions on how to promote scrap recycling from the angle of nationalpolicy and preferential tax strategy. Chapter five apply FAHP to analyze the case of Shagang group, obtain the result that Shagang group should choose the self-supporting mode of scraprecycling, and gives the future development strategies and directions of Shagang groupcombined its present operation situation and experience of scrap recycling. Final chapter isconclusion and prospect.
