Problems And Countermeasures Of Tai’an Electronic Waste

With the delevopment of China’s economy and the improvement of people’s living stangdard, the speed of the electronic waste is accelerating. Because the e-waste contains lead,cadmium, mercury, six chromium, polybrominated biphenyls and polybrominated diphenyl ethers and other six kinds of harmful substances.The serious environmental pollution caused by the electronic waste, causing widespread concern in the community.Tai’an city is located at the foot of Taishan, tourism has become an important pillar of economic development, so the environment protection in Tai’an city becomes particularly important.Through depth analysis of the management of electronic waste in Tai’an city,the article tries to provide some references for the management of electronic waste.The article is divided into five parts. The first part, introduction. Mainly introduces the purpose, significance, research methods and innovative points; the second part, describes the concepts and theories. Defines the related concept of waste, electronic waste, governance theory, the connotation of Ostrom’s polycentric governance theory and application in the electronic waste management; the third part, introduces the status quo of electronic waste in the management of Tai’an city and the existing problems, summarizes the current electronic garbage treatment achieved initial results, also found in the governance of the problems; the fourth part, further analysis reasons for the formation of Tai’an electronic waste management difficulties, the main reasons include the lack of government responsibility in the electronic waste management, enterprise profit leads to the lack of social responsibility, citizen’s weak consiciousness of environmental protection, positive participation in governance of electronic waste is not high, the media propaganda and supervision is not enough; the fifth part, countermeasures of electronic wastes in Tai’an City, put forward the countermeasures of electronic waste from the government, enterprises, citizens three dimensions.According to the existing electronic waste management problems in Tai’an, multi-center governance theory is analyzed, futher put forword the corresponding countermeasures. The government should play a leading role in the treatment of electronic waste, mobilizethe enthusiasm of the enterprise to participate in governance, and actively take social responsibility, pay attention to the social forces for management of electronic waste. With the development of electronic waste to strengthen governance, at the same time the improvement of relevant laws and regulations is increasing, electronic waste management will also become perfect gradually, which makes the management of electronic garbage become rule-based.
