The Heinrich’s Law reveals that in a workplace, for every accident that causes a majorinjury or property damage, there are29accidents that cause minor injuries and300attemptedevent or1000unsafe ACTS that cause no injuries. This project mainly explores how to guidethe employees in power supply enterprise to report attempted events and unsafe behaviorsactively, expose the risk information, take the risk control measures to reduce the attemptedevents and unsafe ACTS and prevent accident finally. In this way, we can move the center ofsafety management forward.For this, we have researched on the exposure and control mechanism of the attemptedevents and unsafe ACTS. Firstly, we revealed the obstacles of the attempted events and unsafebehavior management in the power supply enterprise through a wide range of interview withthe Operation Personnel. From the point of view of the organization incentive, we analysedthe social psychology causes of the attempted events and unsafe ACTS through theapplication of Maslow’s hierarchy theory of needs, looked for the solving method, andconstructed the exposure and control mechanism of the attempted events and unsafe behavior.We have improved and extended the mechanism the rest of the company after a trial run. TheOpen, independent management of safety culture gradually formed, which can prompt thesafety management to develop from strict supervision to independent management. Finally,we built the information system to improve the management of the attempted events andunsafe ACTS. This system was established through requirement analysis, system design andsystem test. It provided a convenient way for report, analysis, Corrective and preventiveactions, Experience sharing and Statistical analysis. This Research results will provide a Goodexperiences of the attempted events and unsafe ACTS management to the power supplyenterprise.
