The highest distribution-intensive degree of the wetlands is in Jianghan Lakes. Due to the historic reasons and destruction from human, the degree of peat formation and the vanishing of small and medium sized shallow water are getting critical recently. It is necessary to explore and attach importance to the protection of the shallow water to realize the sustainable development of the utilization of the resources in wetland. Wetland Park is used as the ecological protection of the natural or mature wetland which is affected by the human activity while it is worth to be conserved. It does not only take advantage of the social forces, while the variety of the functions of the wetland, and it satisfies the public demand and the requirement of the social economic development.This essay is take focus on the Fanwan National Wetland Park as an example to study the ecological planning considering the successful experience domestic and overseas and the requirement of the national wetland park. The main research results are as following.(1) Give the brief definition of the small and medium size shallow water. Analyze the ecological environmental conditions of shallow water and the effective protective functions of variety protection models. Make the suggestion that the most proper method to solve the problems in develops and protects shallow water is constructing the Wetland Park, build the Wetland Park with the ecological planning theory to realize the protection of the shallow water and the sustainable utilization of resources.(2) The basic investigation of Fanwan. Samples and specimens collected is the row approach method while quadrate method, GPS and uncertain sample broadband method are as supplementary. Investigated and analyzed the animal and plant resources of Fanwan, the directory of the local animal and plant resources are accomplished. Seven sampling point are distributed equally to collect the water sample. The measurement results show that the water quality is classified as â…¡-â…¢ according to the national standard GB3838-2002. The investigation of social economic environmental condition of Fanwan shows that it has the common environmental conditions of the Jianghan Lake small and medium size shallow water as well as its unique property.(3) Evaluation of the wetland ecosystem. Evaluate the wetland ecosystem using the evaluation indexes, fuzzy comprehensive average method, expert evaluation method and qualitative and quantitative method to. The results can be concluded that Fanwan is A-level in the wetland ecosystem. It means that Fanwan provides the foundation conditions of building national wetland park while some environmental problems still exist.(4) Functional division. This essay makes out the functional division in Fanwan with the requirements of the National Wetland Park general planning guidance, the physical conditions of Fanwan as well as the remote sensing technology and the geography information system construction. The conclusion of the division theory is also introduced in the essay.(5) Special planning and insurance measures. Take the point of protection and restoration of the damaged wetland, encourage the original ecological planning and design philosophy. It makes a significant contribution to the water quality improvement and bio-diversity and eco-service functions restoration.
