| In recent years, Beijing has achieved a great success in energy saving andemission reduction, but for manufacturing industry there is still a lot of work to do.Continuing to promote the energy saving and emission reduction of key field such asmanufacturing industry, is critical for Beijing to accomplish the goals of the12thfive-year. Because of this background, the paper focuses on Beijing manufacturingindustry and study the development and potential of energy saving and emissionreduction, which is important for Beijing to realize the urgency of implementingtechnical and managerial energy saving and emission reduction, as well as thenecessity of quantify the potential of energy saving and emission reduction.Based on the management and regulate functions of the government, and in thepurpose of providing guidance and suggestions for policy making and implementing,the paper mainly includes the following3parts. Firstly, the paper studies therelationship between Beijing manufacturing industry value-added, energyconsumption and CO2emission. Secondly, the paper takes energy and emissionintensity as the core to study Beijing manufacturing industry sectoral potential ofenergy saving and emission reduction: On the one hand, the sectoral potential ofenergy saving and emission reduction is analyzed by comparing energy and emissionintensity of different regions and periods; on the other hand, the potential is measuredthrough sectoral potential indexes of energy saving and emission reduction. Thirdly,the paper studies Beijing manufacturing industry potential of structural energy savingand emission reduction: On the one hand, the potential of structural energy saving andemission reduction is judged by analyzing the contribution rate of structuraladjustment; on the other hand, the potential of the next two five-year is forecastedthrough industry structural interaction models and several assumptions that based oncurrent development tendency.After the study, the paper comes to the following3conclusions. Firstly, Beijingmanufacturing industry has made certain achievement on energy saving and emissionreduction, and manufacturing industry value-added has a negative influence on energy consumption and CO2emission, but the degree is not so strong. Secondly, Beijingmanufacturing industry still has the potential of energy saving and emission reduction,but the falls of energy and emission intensity have been limited; modernmanufacturing industry has more energy saving potential than traditional one, andtheir emission reduction potential are showed in different ways: For traditionalmanufacturing industry it is to optimize the energy structure, but for modernmanufacturing industry it is to control the energy consumption. Thirdly, the structureadjustment of Beijing manufacturing industry has made a contribution to energysaving and emission reduction, and is expected to give a push in the12thand13thfive-year, but the effect of structural energy saving and emission reduction willweaken compared with the former two five-year. |
