Obtain the inverting of Harbin surface temperature before use theremote-sensing image of2004,2006,2007and2010,then use the calculate method ofanomaly principle, with the help of technical software such as ENVI and Edarsetc,proceed the summarize and analysis for temporal and spatial variation, spaceregularities of distribution and the otherness of urban heat island effect inHarbin,obtain the planning influencing factor of urban heat island effect inHarbin.Finally,based on the principle of remit urban heat island effect, raisepractical design strategy of remit urban heat island effect in five aspects, they areurban spatial structure, city ecospecies distribution, city road traffic system,processing of city planning and formation, and reduce man-made thermal discharge,to cause future city planning is contribute to improve the urban environment qualityand optimize the whole city thermal environment.On the whole, it is a significative research topic to put forward the planningstrategy fitting for reduce urban heat island effect in Harbin,improve the wholethermal environment in the city, promote the quality of human settlement,demanding us a long-term research in future practice.
