With the rapid development of social economy, the problem of water resourcedepletion and pollution is increasingly grim, which has severely restricted thedevelopment of economy and impacted the normal life of human beings. As pollutantcap control and emission trading system has the advantage of low cost and highefficiency, it has been widely used in many countries for water pollution control.While implementing the emission trading system, the base and key factor is theallocation of initial emission permits. At the same time, legal protection, platformconstruction, positioning of government functions, supervision and control systemand other supporting measures also play an important role, which is not to beneglected. Therefore, how to build an optimal model of the total amount allocation forwater pollutants in the basin, how to balance fairness and efficiency in the totalamount allocation scheme for water pollutants, and how to lower the cost of emissiontrading, are the key points in the study of emission trading system.Firstly, the paper studied the cost of pollution control under emission tradingsystem with Mathematical Analysis Method, which showed the superiority ofemission trading system. At the same time, it showed that the key factor influencingthe pollution-control cost savings was the allocation of initial emission permits andtransaction cost in the emissions-trading market.Secondly, to solve the problem of the allocation of initial emission permits, thepaper built the optimal model of the total amount allocation for microscopic pointsource pollutant based on Gini coefficient, which balanced fairness and efficiency.The model used goal programming model based on Gini coefficient in two steps.Besides, the model targeted at the maximization of economic output, and restricted bythe total amount of pollutant and Gini coefficient. By using the model, the paperworked out the total amount allocation scheme for pollutants which was accepted byall the polluters and maximized local economic output.At last, to solve the problem of transaction cost of emission trading, the paper put forward some suggestions, such as improving the legal system of emission trading,building an emission-trading platform based on Internet, clear positioning ofgovernment functions and building monitoring management system. Through thesemeasures, transaction cost of emission trading was expected to be lowered, whichensured the effective implementation of emissions trading system. |
