Study On Guarantee Mechanisms Of Wastewater Treatment In Small Towns Based On Responsibility Sharing

With both attributes of cities and characteristics of rural areas, small towns play avery important position in economic and social development in China. Meanwhile, thesewage treatment of small towns is not only a public utility for development andguarantee of people’s living environment, but also a inevitable demand for improvementof river basin water environment. Therefore, studying on the safeguard mechanism andsystem of small town sewage treatment have significant meanings. It can improve themanagement of small towns sewage treatment; can safeguard small towns’ ecologicaland living environment; also can promote the harmonious development between socialeconomy and ecological environment of small towns.Most of Chinese small towns process less-strong economic strength, low-leveledsewage disposal management and organization. Moreover, their sewage disposalconstruction, fund-raising running, and security for public utility highlighted need behandled; and the policies, law, system and mechanism that related to their sewagedisposal have to be completed urgently. Aiming at these problems, this paper makes aexploration on the theoretical framework and practical experience of the small townssewage treatment system. The main contents can be summarized as following:①The statistical data of water pollution in Chinese small towns is very deficient.There are many scattered reports but less system information, and lot of qualitative databut less quantitative data. Therefore, through some regional field survey and researcheson Chinese small towns, this paper analyses the reality of sewage treatment in Chinesesmall towns, their facility construction and fund demand. Moreover, it gives someexplicit and detailed requirements on their security mechanisms and system.②According to the reality that the governance and management responsibilities ofsmall town sewage treatment are not clear and defined, the paper does a research on thereal demands and theoretical foundations that should be taken for the sewage treatmentin small towns. Referencing the sewage disposal responsibility sharing mechanism indeveloped countries, the author also comes up with the basic thoughts for sewagedisposal fund-raising and administrative responsibility in small towns.③Except the investigation and research of sewage disposal fund-raising systemarrangement, operation system, lessons learned small towns in the developed countries, the paper gives a deeper analysis of the fund-raising mechanism, present situation andexisting problems of small towns sewage treatment system in China. And aiming at theexisting reality, the paper makes a overall framework design of sewage disposalfund-raising system in China from the perspective of management organizations. Andproposes a broaden fund-raising mode of concrete small towns sewage treatment underthe situation that the types of Chinese small towns are different.④Taking public utility theory as the theoretical basis for the guarantee of smalltowns sewage treatment investment effectiveness, the paper analyzes the currentsituation of small towns sewage disposal utility management. And due to the realproblems, the paper gives the market access mechanism, competition mechanism, thecharging mechanism, public participation mechanism for small town sewage treatment.⑤Guided by the thought of “Treated water in accordance with the law", the paper,makes the analysis and research of some requirements for law and regulations, whichrelated to small towns sewage disposal policy, and puts forward a complete set of policyproposals of legal system for perfecting our country of small towns sewage disposalform...
