Nantong offshore area is located in the junction of Yellow Sea and East China Sea, which features wide tidal flats. Impacted by translational tidal wave system from East China Sea and tidal amphidromic system from Yellow Sea simultaneously, coastal regions in South Yellow Sea faces the problem of "Stranger Tides" disasters almost every year, which results in vast economic losses and casualties as well as great damage on the construction of economy and harmonious society. Hence, actions like reinforcing marine disaster monitoring in coastal areas of north Jiangsu, acquiring marine instant information, studying on precautionary technologies and devising disaster prevention decision auxiliary system etc. forms the basis for guaranteeing people’s life and property security, and social stability as well.Given torrent disaster situation from "Stranger Tides" as well as survey data and results of numerical model, we determine the impact factors for "Stranger Tides" In terms of the overlay analysis of forecast values and topographic data as well as the shortest path optimization method, we propose a Disaster Grade Evaluation standard for disaster-prone areas, set out contingency plans for disaster prevention and personnel evacuation, and success in devising a Disaster Auxiliary Decision System for "Stranger Tides" flexibility by use of spatial Data Analysis as well as OLAP tools in spatial database and GIS. The applications show that it is very effective and validate.
