In this paper the Highly charged ions of the universe is studied. Firstly, the wavefunction of the three-electron system is given by the FCPC method. The non-relativisticenergies of Rydberg series of1s2nd (3≤n≤9) and1s2n’f(4≤n’≤9) of Ge29+are calculated. Inorder to make the results more precise, the correction of core and the higher angularmomentum contributions to the non-relativistic energies are calculated, and one-orderrelativistic and mass-polarization effects on the energies are included as the first-orderperturbation. Secondly, the quantum-electrodynamics(QED) contribution and higher-orderrelativistic contribution are evaluated with hydrogenic approximation, because they becomemore and more important with the increasing of Z. Then we got the regularities of first-orderrelativistic corrections, QED, spin-orbit interaction, quantum defect with the principalquantum number. On the basis of the energy obtained, we acquired the energy level structureand the regularity of Rydberg series of the Ge29+ion of1s2nd(3≤n≤9)and1s2n’f(4≤n’≤9).Compared with the non-relativistic energies, the results obtained with better contributions tothe energy is in good accordance with the experimental data. So the energy correctionsfinished in this paper are necessary. The difference between the date of fine structure of thispaper and other literature is only several cm-1.Finally, we calculated the oscillator strengths of1s2nd (3≤n≤9) and1s2n’f(4≤n’≤9).Combining the quantum defects theory with the discrete oscillator strengths, theoscillator strengths are accurately extrapolated to the entire energy region. For the nuclearcharge greater than30elements, the data of the discreet states of d and f are limited. So thedata obtained in this paper fill the gaps for Ge29+ion and enrich the data of atomic andmolecular physics.
