Shaanxi province is one of meteorological disaster-prone provinces in China. Frequent meteorological disasters caused great economic losses. Currently, the agricultural informatization of Shaanxi province is at a low level. It is hard to monitor the meteorological disaster timely and effectively.In order to monitor the meteorological disasters such as cold damage and drought in Shanxi Province, a Web geographic information system is exploited. This system can monitor the cold damage and drought on different time scales. And it provides visual information, such as thematic maps, charts and forms.Firstly this thesis introduces the basic situation of agricultural meteorological disasters and the principle of WebGIS technology. Secondly, it analysis’s the map data, the meteorological data and the thematic data of Shaanxi Province. Thirdly, according to the actual needs of users, it designs the corresponding module. Finally, it realizes the function of concrete.This system is built in Flex Builder4.6as development environment. It uses the ArcGIS API for Flex. And it also uses the ArcGIS Server10as the platform of service management. It includes the following characteristics:①The system uses the REST architecture. That can reduce the complexity of development and network traffic load and improve the scalability of the system.②The client using Flash to access, with cross-platform and RIA features.③The query and analysis operations are executed on the server automatically. It can reduce the communication between the client and the server. And it can improve the efficiency of system.
