This thesis represents the designing and implementation of radar data informationsystem, according the real requirements of Mianyang weather bureau and local weatherdata. The main functions of the system include: real time abstract of radar product data;storage of radar base data, products and pictures via network nodes which can becompressed using day as unit; according the local weather data, deriving andestablishing the classify rule between key radar product data and quantity of rainfall,using WEKA as data mining tool, this rule can help the government to reduce the lossdue to torrential rain after the abstracting of radar product and calculating the rain level;based on the abstracted data in database, designing and implementing a query system,with which users can look for the weather data they want, or get those compressed datafiles via network nodes for further operation. The query system provides a monitoringwindow, which can display the key radar product data and forecasted rain level ofchosen sites and essential sites, the color and background color of data item may bedifferent according the forecasted rain level. Otherwise, the query system can managethe sites and important monitored sites, too. This whole system can improve theinformationization of Mianyang weather bureau. Meanwhile, it’s the first time to lookinside the radar weather product data within the weather bureau, and4products areconfirmed to be key ones according to the working experience and collected materials.The4products are Composite Reflectivity, Echo Tops, Vertically Integrated Liquid andOne Hour Precipitation. Those4products are used to make real time forecast ofprecipitation level to forecast the usual extreme weather phenomenon-torrential rain.This system solves a big problem in Mianyang weather bureau-data storage. In the past,as the rapid increment of radar product data files, it became harder and harder to storeall those files in server, and now, this system provides a better way to store all thosefiles via network nodes, the way may impact the traditional method of storage in thebureau. Those data stored in database can be used more than forecast precipitation level,what’s more, they can be used for further operation in the future. Finally, this systemcan provide a monitor window, in which radar product data and forecasted precipitationlevel can be displayed at the same time, it can show the direct connection betweenproduct data and precipitation level, and it can help government to reduce or guard against the loss due to torrential rain.
