Based on the fact that the distribution of precipitation station net is small in most parts of medium and small basins of China, lack of necessary flood forecasting and management system, incomplete flood forecasting scheme, combined with frequent occurrence of sudden flood caused by Isolated showers happened in medium and small basins, the flood disasters are hard to defense. So, the main work of flood control and mitigation at present is the forecasting and defence of sudden flood in medium and small basins. Considering the flood in medium and small basins always have a short diachrony, difficult to forcast and defense, this paper choose Qinjiang river basin to study.Qinjiang river is a main land stream localed in the Guangxi Zhuang Autono-mous Region QinZhou city. Suffered from the flood happened on Qinjiang riverbrought QinZhou city economic losses every year, restricted local economic de-velopment. Along with the rapid economic growth and the concentration of wealth of society, the possible economic losses caused by flood will be serious.So,enhanced study of flood forecast and warning system for Qinjiang river basin should be developed to supply the important technical support for flood forecast and warning, minimize the economic loss caused by the flood.Based on the condition above, this paper analysed the geographical position and hydrological characteristics. Common flood forecasting model was adopted to make flood forecasting scheme and build forecast control sections. Flood forecast and warning system is built based on VS.NET Development platform, combined with Web-GIS. The main function of this system consist of six function modules:basic information inquiry, Detection of inquires for hydrological regime, hydrologic forecast, warning issue, emergency response and system management. Flood forecast calculation and forecast warning are the system’s core modules.This paper gathered34historical data of flood between1967and2005, hydrological data between2010and2011of Qinjiang river basin. Based on these datas, flood forecast calculation was made in experiential correlation method and Xinanjiang model. This system fundamentally realized the online Inquiry function of flood forecast and warning, real-time monitoring hydrology information for Qinjiang river basin, heightened the decision-making capacity of flood management.
