The ice load always is one of the threatens that affect the safety performance of hydraulic structures and bridge pier abutment. The region year-round in frozen is wide in our country. When the River thawed in the spring, Floating ice in the river will form a larger impact force to the building and impact the human lives and property, which should attract enough attention. Heilongjiang Province is located in the most northern region of our country, the temperature is lower than the national minimum, and there are many rivers in the province, river ice disasters often occur.It can rich river mechanics of information, can be the basis of design standard to study on Heilongjiang province’s characteristic value strength of the river ice, within the province and the country has important significance for the security of hydraulic structures and bridges, river ice disaster prevention throughout the country providing a theoretical basis for reference. It has vital significance to the hydraulic engineering structure and the bridge security province Inside and outside the province, provides the theory basis to the national river ice disaster prevention.In this paper.we go over the Heilongjiang province to collect the river ice, on the territory of river ice compressive strength, flexural strength test to identify the strength of river ice distribution law. we find out the intensity distribution of river ice by testing the compressive strength and flexural strength of the river ice. This article adapts the principle of Mathematical Statistics and Reliability toans estimate the strength of river ice at different temperature and loading rate andfind out the relationship between compressive strength and tensile strength of river ice. It will use the double factor variance analytic method to research the influence of temperature, the strain speed resistance intensity of pressure, the bending strength and draw the curve of the relationship between them and find the intrinsic link between the river ice compressive strength, tensile strength, and temperature and strain rate, simultaneous regression equation. It will use the lstpot software establishment mathematical model to river ice compressive strength, the tensile strength and the temperature and the strain speed. It will come to the calculation formula of compressive, tensile strength of river ice, And through the comparison of experimental data with the calculated values, creditability validation expression, In contrast to code, provide recommended values of standard value of river ice strength.
