The Function And Development Strategy Of Ocean-based R&D Area

Nowadays, with the problems of population, resource and environment becomingincreasingly serious, coastal countries all pay high attention to the ocean, which isregarded as a potential as well as indispensable resource treasure house. As a bigdeveloping costal country with a sea area of over3million square kilometers, makingand adjusting national marine strategies, strengthening marine scientific andtechnological innovation and further developing marine resources have becomesignificant strategies to accelerate the development of Chinese economy as well associety. With the guide of building a powerful ocean nation, the strategic conceive ofcreating Ocean-based R&D Area, which has arouse a new tide of marine reformationin China, was first put forward by Qingdao in2011due to its own particularadvantageous resources. Undoubtedly, the strategic conceive will further developQingdao’s advantages and potential in the marine science and technology as well asmarine industry, play an central leading role in the blue economic zone of ShandongPeninsula and continuously improve Qingdao’s status in the marine strategic layout ofShandong Province or even China.This research focuses on Ocean-based R&D Area, and discusses its function anddevelopment strategy. In the article, the author firstly studied the definition, featuresas well as layout of Ocean-based R&D Area and analyzed Qingdao’s currentconditions of building from four aspects，then made an analysis on the functionalorientation of Ocean-based R&D Area according to several successful constructionmodes of Silicon Valley at home and abroad. Finally, the author put forward thecountermeasures which can be theoretical guidance and practical references for thedevelopment of Ocean-based R&D Area. Theoretical and empirical studies such as literature review, contrastive analysis,inductive method and case studies are adopted in this study, and the final conclusionof the study is that: the functional orientation of Ocean-based R&D Area is the engineof marine economic development, the research and development center of marinescience and technology, the pilot region of system innovation in the blue economiczone of Shandong Peninsula, the new growth pole of Qingdao’s economicdevelopment as well as the new visiting card of Qingdao’s construction. To promotethe construction of Ocean-based R&D Area, it’s necessary to give full play to thegovernment’s leading role under the instruction of the concept of scientificdevelopment and actively transform economic development mode.The main innovation of this paper is that: firstly, the author made an analysis on thefunctional orientation of Ocean-based R&D Area from five aspects based on Qingdao’scurrent conditions, and then learned relevant experience from home and abroad tomake some suggestions on the construction and development of Ocean-based R&D Areafrom the aspects such as government support, band creation, industrial upgrade,talents cultivation, venture capital, industrial park construction and so on.
