Lightning disaster has been classified as "one of ten worst natural disasters" byrelevant departments of United Nations. The Chinese Electrotechnical Commissionconsidered the lightning disaster as "a major public hazard in electronic age." Shockingaccident because of lightning at home and abroad, causing a number of injuries anddeaths and enormous economic losses. Various industries have a strong demand forEarly warning of thunderstorm and lightning products, such as electricity industry,petrochemical enterprises, telecommunications, storage, tourism, agriculture and so on.Therefore, lightning protection and disaster reduction has become the commonaspiration of the whole society.How to apply the radar data to the early warning of lightning and how to improvethe level of lightning nowcasting? It is a serious and important issue to reduce theeffects of lightning on production and life of human beings and protect people’s life andproperty security. In this paper the radar echo structures were detailed analyzed, as wellas spatial and temporal features of the ground flash activities, mainly using the data ofDoppler Radar and Lightning Detection System. The research object is to provide somenew cognition of the relations between the radar echo structures and the temporalfeatures of the ground flash activities. Furthermore the relations could be used asweather nowcasting indexes for local rainstorm. The conclusions are as follows:1. The cloud-to-ground lightning’s season change, and positive and negativelightning’s daily change in the middle area of Hunan had been analyzed. It is chieflystudied that the statistic relation between the overall negative lightning frequency,averaged negative lightning density, negative lightning point and so on, andDopplar radar echo’s intensity and height.2. In the paper, the spatial and temporal distribution characteristics between thecloud-to-ground lightning and rainfall. This is composed of two aspects, the spatialrelation between the rainfall and the cloud-to-ground lightning, as well as the timerelation between precipitation rate and cloud-to-ground lightning frequency. Theanalysis shows some differences of spatial distribution characteristis exist in different thunderstorms and even in the same one. According to the studies in thetime relation between precipitation rate and cloud-to-ground lightning rate, itindicates that the peak value of the precipitation rate precedes or is behind the peakvalue of the cloud-to-ground lightning rate. The time of the first Intra-Cloudlightning(IC) generally precedes the first Cloud-to-Ground(CG) lightning5~15minutes. Based on this conclusion, the first IC time could be used as an importantnowcasting index for the disastrous weather, especially for the Cloud-to-Groundlightning.3. For the the realization of lightning data storage, management, query and analysisfunctions, for lightning location data management system design, the application ofMFC combined with ADO.NET technology development. Using Lightning Monitorand Warning System, users could complete the effective organization and storage oflightning location data, as well as realize data query, statistic and analysis flexibly,in order to provide favorable base data for subsequent research.4. Furthermore,the regression equation between the precipitation intensity(R) and thefrequency of CG lightning(P) has been calculated and the statistic relation will befound out....
