In the last ten years, the variety, frequency and scale of natural disasters has beenincreasing all around the world. Disasters in China, one of countries which have beenseverely affected by natural disasters, have a high frequency, serious consequences andrange over a large area. When disasters happen, how to dispatch the emergency reliefgoods to the affected areas are a problem as well as a hotspot for academics. Somescholars did a lot of research on emergency relief goods prediction, vehicle scheduling,dispatching networks est. However, there rarely have papers on reverse emergencylogistics. The imbalance of resource distribution among areas are common due to theinaccessibility of information as well as secondary disasters. On this very moment, therecycling of reusable materials is important to relieve the imbalance.This paper focuses on reverse emergency logistics decision-making study based onInterpretative Structural Modeling and System Dynamics. First of all, the paperintroduces the relevant concepts of emergency logistics and reverses logistics,introduces the factors of emergency logistics, analyzes the operation processes ofemergency logistics and reverses logistics. Secondly, the paper describes the importanceand goal of the decision-making study. After analyzing the12key factors as well as therelationships between them based on ISM method, this paper gives the suggestions fordecision-making study. Then, based on System Dynamics, the paper builds a model tosimulate the recycle process under natural disaster. This model takes shortage andunbalanced distribution of emergency materials, transportation occupation as well asother elements into consideration, and analyzes the functional relationship betweenrecycle rate and rescue satisfaction.Finally, feasibility and validity of the model isproved by an example. Based on the VENSIMsimulation results, decision-makingsupport is offered for the emergency reverse logistics in China.
