Urbanization has become the most significant social pattern in the world today.The high-speed development of urbanization process gives rise to the rapidexpansion of urban population, then a lot of heat would be released to urbanenvironmental because of the life of the so many residents. In addition, urbanizationtakes the country into a town, the original rivers, forests and farmland and othernatural underlaying surface are replaced by concrete building, asphalt road, curingsites and other artificial underlaying surface. That would cause to the naturecouldn·t adjust to the change of the environment sensitivily. The above two aspectscause city thermal climate environment more and more worse, then the well knownurban heat island effect appears. The long-time high temperature will directlyinfluence the thermal comfort of city residents, and even cause heatstroke, intestinesand stomach disease, hypertension and coronary heart disease; on the other hand,long-time high temperature led to the utilization rate of air conditioning greatlyincrease, a large amount of heat was released to the outdoor environment, makingoutdoor hot environment worse. Existing researches found that the increase ofexisting river and vegetation and other natural underlaying surface can effectiveimprove the worsening thermal environment, but these are rested on the qualitativeanalysis stage. Use it can dynamic simulation and analysis of the effect of water andvegetation in this water periphery on urban areas thermal-humid climate.This paper established forward the water and vegetation&atmosphere· heatand moisture exchange of simple dynamic model, takes the new standards effectivetemperature SET~*to evaluate the thermal comfort of outdoor activities personnel,and uses measured data to verify the water&atmosphere· heat and moistureexchange of simple dynamic model, then couples these models to the existing urbanthermal climate model to get the perfect city thermal climate model.In this article, we use the perfect city thermal climate model to analyze apractical plan of a international business city in Jiangsu. In the calculation we usedthe dates in the meteorological database which developed by the Chinameteorological administration meteorological information center and Tsinghuauniversity architecture technology science institute. This paper analyzes the surfacetemperature and its change rule of different underlaying surface, studies the rule ofsensible heat and the latent heat exchange between different underlaying surface andthe surrounding environment,to make it clear that how waters and vegetationinfluence the city·s thermal environment. By changing the size of water and the citythat the water located in to analyze the influence. Research shows that solar radiation received by water is the most important factor to affect water surfacetemperature. Compared with other underlaying surface, waters temperature is lower,and changes more smoothly. The sensible heat and latent heat exchange betweenwater surface and the surrounding environment is very small. This heat partly wasabsorbed by the bottom of the water and its bank, partly taken to the waterdownstream because of horizontal water flow. So choosing appropriate forms ofunderlaying surface and reasonable increase the coverage of urban water caneffective improve the city thermal Climate.
