Research On Development Of Urbanization Of The Whole Area In Dalian

Urbanization of the whole area is a new stride in balancing theories and practices ofurban and rural economy development as a whole, and an inevitable outcome of productivitymaximization and human development. Since reform and opening up, all work of Dalian cityhas made astounding advances and major economic indicators have outstandingly ranked topacross the country, laying the foundation for modernization. However, there generally existsa binary structure of “priority to cities over countryside” and “industrialized cities andagricultural countryside” in many cities including Dalian as in many other developingcountries, resulting in imbalance between urban and rural areas, especially the binarystructure barrier featuring three rural issues. Consequently, eliminating to greatest extent thebinary structure, reducing differences, coordinating the development and integration of urbanand rural areas is the inevitable trend produced by China’s rapid economic development andthe premise of building a harmonious society and a new socialist countryside.The paper first proposes the definition of integration of urban and rural areas, based onanalyzing and understanding theories and practices of integration of urban and rural areashome and abroad. Then a case study on modes of “boosting integration of urban and ruralareas and building modernized new countryside” in Dalian Development Zone and “boostingintegration of urban and rural areas and merging the first, second and third industries highly”in Dalian Jinzhou District, is presented and summarized. What’s more, difficulties confrontedin the process of integrating urban and rural areas in Dalian are analyzed empirically in bothgeneral problems and major problems such as administrating urban and rural connecting areas,based on which corresponding views and solutions are put forward on accelerating economicdevelopment in Dalian urban and rural areas and promoting region-wide urbanization strategy.Such solutions include some views and advice on work of region-wide urbanization which areproposed from aspects of preferential policies, scientific management, enhancing the socialsecurity functions of the countryside, and reforming the existing policies on householdregistry, land and finance to accelerate region-wide urbanization according to characteristicsof Dalian region. The paper includes five chapters focusing on “agriculture, countryside andvillagers” problem in Dalian, and presenting corresponding solutions, and hopefully inspiresfurther urbanization in Dalian and three rural issues in northeastern coastal areas.
