China’s total energy reserves in the world, but the per capita energy gap compared with developed countries in the world is larger, and far less than the world average.The come soon "energy" twelfth five-year "development plan" indicate that in "twelfth five-year" period, the current state of the strong continue to profound changes in international economic and political situation is more serious and complicated, at the same time our country energy development presents the new periodic characteristic, our country faces energy superpower into energy powers historical opportunity, and we also face many challenges and problems. The program also gives energy development goal for2015:that is mainly two aspects of the total energy consumption and energy efficiency, energy consumption amount control power consumption6.15trillion KWH,4billion tons of standard coal, energy efficiency control oil refining processing standard oil consumption drop to63kg/ton, comprehensive utilization of energy resources efficiency to38%, the thermal power supply of standard coal consumption drop to323g/KWH.Energy efficiency is a necessary requirement in country’s economic sustainable development, protect the ecological environment, and improve a country’s comprehensive national strength. Therefore, this article is based on more than the reality of the need to explore the influence of technological progress on energy efficiency. However, previous analysis using econometric model, either was using the variable cross section data to analyze the region and technological progress on energy efficiency between static effects; either using time series data of variables to analyze the technical progress with time level of our country energy efficiency the influence of dynamic. Even if the use of variable cross section and time series data at the same time, the analysis of the effect of technological progress on energy efficiency in China, but they all ignore the fact that the energy efficiency has the space effect, namely energy efficiency with spatial dependence and spatial heterogeneity. In fact, the impact of technological progress on energy efficiency in both space and time scale coupling, only using cross section and time series data may not be able to accurately analyze the effect of technological progress on energy efficiency is more difficult to deep and thorough research on the impact of technological progress on energy efficiency evolution mechanism and dynamic development process. Therefore, when exploring China’s technological progress influence on energy efficiency, we should be considered the influence of space effect of energy efficiency.This paper uses the panel data of30provinces, cities and autonomous regions in China mainland, first carries out space autocorrelation test on the energy efficiency, the empirical test show that the energy efficiency exist significant spatial dependence and spatial heterogeneity, the energy efficiency of our country has a space effect. Then makes a further use of fixed effects the spatial panel model to explore the influence of technological progress on energy efficiency, the empirical analysis show that the region research and experimental development investment, human capital, the number of patent license to regional energy efficiency in our country has a positive role in promoting, foreign direct investment in improving energy efficiency in China does not play a role. Energy efficiency in China geographically presented the regional distribution of regional characteristics superior to the energy efficiency of timeliness or phased characteristics, effect of energy efficiency in China space distribution pattern of the main factor is the regional differences of energy efficiency in all provinces and autonomous regions in our country. Finally, according to the conclusion of the empirical model put forward our country should increase investment in science and technology, give full play to the role of the energy efficiency of spatial spillover effect, makes the regional energy efficiency in China tend to be consistent. |
