The period during the12th Five-Year Plan Guideline is a critical phase, which iscrucially to promote the Leapfrog development, long-term stability, comprehensivelybuilding a moderately prosperous society of Xinjiang. The key to achieve leapfrogdevelopment and long-term public security in Xinjiang is talents, and the economicdevelopment of Xinjiang has been plagued by the lack of talents.According to therequirements of promoting leapfrog development and lasting stability in xinjiang, theregional government in2011promulgated and implemented the outline of mediumand long-term talent development plan in xinjiang. The Outline points out to the talenttraining and introducing talents as a whole; Make full use of all kinds of talentsproject gathered talents, creating a good talent environment; to innovative talentworking mechanism, perfect talent incentive mechanism; To construct a trinity talentsguarantee mechanism, gathered to all over the country, serving economic constructionin xinjiang.This article choose the talent flow theory, human capital theory and the theory ofagglomeration economies as theoretical guidance, conducted intensive studies inregional differences and the way to implementation mode of the concentration oftalent. Firstly, we not only analyze the characteristic of the concentration of talent, butalso the necessity and urgency of it. Secondly, concentrated in the aspects ofconditions and influencing factors of the concentration of talent. Finally, On the basisof these analysis, we put forward the counter measures and suggestions concerning ofregional differences and the way to implementation mode of the concentration oftalent in different regions.We concluded that Northern regions should take the Talent Aggregation patternof a market-led which is supplemented by government, Southern border region shouldtake the Talent Aggregation mode of government-led which is supplemented by asingle plan, Eastern Xinjiang should take the Talent Aggregation mode ofcombination of government-led and market-led. At the same time, Xinjiang should optimize talent external environment, continue to deepen the construction of talentedpersonnel, and improve the concentration of talent running inside mechanism topromote the implementation of the concentration of talent in Xinjiang.
