With the arrival of the era of knowledge-based economy and the increasingly fierce market competition, how to make utilization of human resources more effective has been more and more valued by enterprises. Enterprise human resource management is an organic system, and performance management plays a central role in the organic system. Performance management and other modules of human resources management system are affected each other, and form the key stones of modern human resources management system together. An effective performance appraisal system is crucial for enterprises to establish a science human resources management system, to attract and keep talent, to make good use of talents; It can help enterprises and employees to improve their performances continuously, and increase the core competitiveness of enterprises. Therefore, performance management is of great strategic significance.In recent years, China’s banking industry continues to grow and develop, and face the great challenges of foreign banks. How to survive in much more fierce competition? How can we obtain the talent advantages? These questions are still unsolved problems for a majority of banks. This article has carried out a comprehensive, systematic analysis and assessment on the performance appraisal system of Bank of China TB Branch, utilizing the theories of modern performance evaluation, and reveal the problems of the performance appraisal system of Bank of China TB Branch, which is on the basis of modern "Balanced Scorecard Performance Appraisal System".Regarding to the major problems existing in Bank of China TB Branch’s performance appraisal, this article first focuses on performance evaluation for relocation, to improve and enhance performance, career development as the main purpose of the performance assessment, and targets at problems raised improvement ideas. This article highlights the application in the design, feasibility and practicality, hope as some banks establish the performance appraisal system provides reference and experience, to enhance the Bank’s core competitiveness and vitality, the promotion of the sustainable development of enterprises, in the fierce market competition.
