Thailand has a population of64000000, accounting for about70%of the rural population. Thailand and China both are developing countries, and have many similarities in economic development level and population structure. In2001,Thailand established a universal health insurance system, of which the30baht health plan covers75%of the country’s population, and the peasants accounted for70%. Through30baht health plan, Thailand realized the goal that everyone enjoys health care. This policy has a series of references and enlightenments on China’s insurance reform. China’s rural areas have implemented the new rural cooperative medical care system. And after years of implementation and reform, the system had covered most of the rural population. As an important part of medical insurance, the new rural cooperative medical system is facing a huge challenge, and this issue has become the focus of China’s health care reform and one of the major concerns of the Chinese government and society. Improving the new rural cooperative medical system to realize sustainable development of the policy not only is the urgent need for the development of rural social medical insurance of our country, but also relates China’s reform, development, stability, and even affects economy development and social stability and harmony.Through comprehensive analysis of Thailand30baht healthcare plan from implementation background, conditions, measures, effect etc, and by comparing Thailand30baht health plans and China’s new rural cooperative medical system, this paper attempts to learn from the successful experience of Thailand30baht health plans, and put forward proposals on further reform and improvement of the new rural cooperative medical system considering China’s specific conditions. At the same time, the paper summed up the problems and detours which appear in implementation process of the plan to avoid recommit the same error in the reform and practice of the new rural cooperative medical system in China.This paper is mainly divided into five parts:the first part is the introduction, it involves the subject’s origin and research significance, the literature review at home and abroad, theoretical background, the concept definition, and the research methods. In the second part, the author mainly introduces the implementation background, conditions and measures of the plan, including the medical service institutions and medical insurance before the implementation of the plan, advantageous conditions, and government initiatives. In the third part, the author mainly introduces the actual operating conditions and effects of30baht health plans; In the fourth part, the author compares the Thailand30baht health plans with Chinese New rural cooperative medical system from all aspects to absorb the experience and lessons. The author chooses the case interview method and interviewed twenty person in Thailand city of Surat thani to collect qualitative data.The paper uses qualitative analysis to collect data about the awareness, participation degree, use degree, satisfaction and etc. of interviewees for30baht healthcare plan in order to know the specific implementation of30baht healthcare plan, changes in policy implementation process as well as the feedback of service object of the policy. In the fifth part, through the analysis of30baht healthcare plan, and combining with the specific problems of China’s new rural cooperative medical system at present, the author puts forward some counter measures and suggestions to improve the new rural cooperative medical system. Thailand30baht healthcare plans have important reference for China’s new rural cooperative medical system. New rural cooperative medical system should regulate the catalogue of drugs, reform the mode of payment to reduce and control medical expense payment, and further increase the financial investment and gradually increase the level of protection.
