Adjust and optimize the industrial structure is the key to achieving rapid and healthydevelopment of the economy, China has long been regarded industrial restructuring asthe focus of economic work. Optimize the industrial structure to maintain reasonableproportions and harmonious relations between the industry and the various regions in theprocess of profound changes in the industrial structure has continued to exhibitisomorphism trend common tendencies and the high degree of similarity, long plaguedChina’s industrial structure adjustment, and always can not be fundamentally resolved.Along with a new round of economic growth in China and the resurgence of redundantconstruction, industry isomorphic again aroused widespread concern. The regionalindustrial isomorphism enhanced direct result of the low-level redundant constructionand corporate diseconomies of scale twofold loss of economic efficiency, not onlyexacerbated regional competition for energy, raw materials, such as physical capital, while competition for strategic resources-human capital The intensified, seriouslyaffecting the rational flow of human capital in the industry, regional and configuration.Scholars rich research experience of the industrial structure and human capitalallocation based on the human capital demand and supply point of view, the total demandof human capital, the demand for human capital structure, investment in human capital, human capital quad analysis studies of aspects of regional industry Isomorphismimbalance caused by our human capital area configuration.Summed up the role of regional industry with the structure of the human capital areaconfiguration mechanism under the premise, using empirical analysis methods to furtherexplore the effects of regional industry with the structure of the configuration of thehuman capital area, in order to propose appropriate research hypotheses and build ahigh-tech industry human capital allocation model. The empirical results obtained ahigher degree of isomorphism industry, the more serious problem of human capital areaconfiguration imbalance, to provide empirical support for the research. Finally, on the basis of the analysis based on our current human capital configurationstatus, from industrial gradient transfer, human capital and reasonable flow point of viewto put forward a series of constructive comments to improve the human capital allocationefficiency, I hope to develop and implement reasonable reference on the optimization andupgrading of human capital allocation policy.
