Investigation And Study And The Ideas For Optimization On Village-level Financial System

“Three Rural” is the most important issues since China’s reform and opening up，and related to the overall situation of China’s modernization. In recent years, the“three rural” has been the key work of The CPC Committee Central, and issued theCentral Document about “three rural” issues for ten consecutive years. CentralDocument No.1put the integrated development of the urban and rural as thefundamental way of “three rural” issues. However, in the process of economicdevelopment in rural areas, the phenomena of emphasis on economic and lightinstitutional have occurred, and have a serious impact on the rural economy.Therefore, we urgently need a set of scientific standard, effective village financialsystem as a support. Developing a comprehensive village financial system to adapt tothe rural economic development not only help to regulate the financial system in ruralareas, strengthen financial management in rural areas, promote rural economicdevelopment, but also help to safeguard the vital interests of farmers, promote theintegration of urban and rural construction, and maintain social stability.In this thesis, first, it discussed village level financial system at home and abroad indetail, and describes the importance of improving the village level financial system.Then, it introduce village level financial system in principal-agent and financial publicrelations theory. Second, it introduces the history of the construction of the villagefinancial system briefly. As can be seen from the History, Improvement of villagelevel financial system is related to the evolution and development of the ruraleconomy and rural accounting management level closely. Third make detailedclassification survey questionnaire in the form of various cities in Shandong Province,The village committee staff, Village-level financial staff, Villagers were investigatedto eliminate the identity of the findings. Through a detailed analysis of the surveyresults, Village level financial system have some trouble in the normative systemconstruction, transparency and integrity of financial disclosure, there are someproblems on the financial audit and supervision of normative. It analysis the reasonsof village financial system problems with knowledge and detailed investigation andpropose specific solutions.The innovation of this paper is mainly reflected in these:（1）Relatively new research perspective. This paper select perspective of villagelevel financial system which scholars less research, it makes readers a newunderstanding of village level financial system, and explore it overall use.（2）Relatively new research methods.
