Research On Key Factors Of Network Governance And Association Mechanisms

In recent years, as the network organization(NO) study deeply moved, scholars both at homeand abroad had gradually transferred from the connotation characteristics, cause of formation,theoretical interpretation, significant advantages and some other descriptive study to the operationpractice in the field of operational research, namely the network governance research. Networkgovernance is a complex system, which contains not only multiple governance factors but alsomulti-level relations as well. If isolated study on one or only a few elements at a time, we will havethe possibility to ‘missing the forest for the trees’. So, on the basis of the former study, this papertries to have a comprehensive carding and summarize the key factors of network governance, buildsa system of it, and then has a further empirical study on the association mechanism between thesefactors.By means of the literature search, inductive analysis and expert questionnaire method, roundlysearch and then statistics the frequency of network governance in both Chinese and Englishliterature database. According to the factors of the high and low frequency and combining with thefeedback from the expert questionnaire, finally determines the key factors of network governanceand then constructs the key governance factors system on this basis. Then, in the further analysis ofliterature and logic deduction, successively proposed our study hypothesis, and then constructs thehypothesis model of it, testing it through the Structural Equation Modeling(SEM).From a perspective of system theory, this paper views the NO governance as a open,complicated dynamic organization system, and conclusions are drawn in the further study asfollows: Complete network governance system can be divided into internal influence system,external influence system, boundary system, evaluation system and feedback system fivesubsystems, and governance mechanism, governance modes, governance structure, governanceenvironment, governance risks, governance boundary, governance performance, governance costsand governance goal these nine key governance factors. Among these, governance mechanism,governance structure as well as governance environment each has a positive correlation withgovernance performance; governance structure, governance environment and governance risk eachhas a positive correlation with governance cost; governance performance has a positive correlationwith governance goal and governance cost has a positive correlation with governance goal as well.This paper divides the complete governance system into five parts, which closely related toeach other, and constructs the governance factors system. Thus, it not only fill the previous researchblank in this aspect, more thoroughly and deeply understanding network governance, but alsoprovide a new perspective to study NO governance,which laid a firm foundation to study the NO governance more comprehensively and deeply.
