| In recent years, the food packaging industry in China is developing quickly, many of the new food packaging materials emerge endlessly. With the growing emphasis on food safety, food packaging as an important part of the food contact, the importance of safety performance is well known. The countries of the world, especially the United States, European Union, Japan and other developed countries for food packaging have formed a mature management mechanism. But safety management of food packaging in China has not formed a complete management system, which for the food packaging safety management is extremely unfavorable. In order to protect people’s health and the maintenance of order in the field of food packaging, safety management mechanism of food packaging, which is suitable for the situation of China, needs to be established as soon as possible.According to China’s current safety management mechanism of food packaging as the research object, based on the public management theory and economics theory and other related theory as the guide, based on China’s socialist market economic system and improve the practical background, from the current situation of safety management mechanism of food packaging in China, on the basis of the United States, the European Union, Japan and other countries experience, I put forward some thoughts and suggestions on the management mechanism of food safety in China. The paper is divided into six parts:introduction, the food packaging safety related concepts and theoretical overview, China’s food packaging safety management present situation and problem analysis, foreign food packaging safety management experience, safety management mechanism of food packaging in China, conclusion. The paper first introduces the safety of food packaging concept, the theoretical basis of the basic elements and content of the management mechanism of food packaging, food packaging safety management, review and summarize the food packaging safety management phenomenon in China, from the phenomenon of the safety of China’s food packaging existing in the problem and its causes. Then the paper introduces the mature foreign food packaging management system, trying to find some improvements in the direction of safety management mechanism of food packaging learn from foreign experience. Finally, according to China’s current situation, it puts forward the suggestion from six aspects, including perfecting the legal system, the food packaging safety management in China to improve the standard system construction, the safety of food packaging in China to accelerate the improvement of market access system, speed up the establishment of food packaging food packaging in risk assessment and early warning mechanism, establish the defects in food packaging recall mechanism and food packaging traceability system, improve safety accountability mechanism of food packaging.I hope this paper can play a reference role for the development of the theory and practice of security management mechanism of food packaging in China. And I hope that this paper can make government attaches great importance to the safety of food packaging, improve the government’s understanding, to take measures to establish and perfect the system and mechanism of food packaging safety management, make the whole food packaging safety to be improved, guaranteeing the people’s health, achieve the goal of harmonious society. |
