In the resource-based region, factors of production concentrate to the resources sector, hugesunk costs, human capital crowding out effect cause industry simplification. Excessive reliance onresource industry is bound to endanger regional sustainable development. Diversification is key tothe transformation of resource-based regional, how to choose industry diversification direction andpath, need what safeguard mechanism. The thesis tries to make contribution to this aspect.The thesis mainly employs methods used in theories of economics, industry economics andregional economics, based on the lock in effect of industrial structure and the harm to theresource-based regional, then focus on the direction, path and the safeguard mechanism of industrialdiversification, try to build a resource-based industrial diversification path theory. Analysis thesuccessful cases of Dubai, Chile, Norway, and other countries on their path and safeguardmechanism. The example used in the thesis is Shanxi province, a province heavily depending onresource. By drawing on the case of successful transformation of the resource-based regions, thethesis provides the idea of diversification of the industrial structure.The main conclusions include:(1) The main direction of the resource-based regional industrial diversification, includingmodern agriculture, high-tech manufacturing, modern services industry. Main transition pathconclude: To achieve industrial association through the longitudinal extension, lateral extension,emerging industries; Promote resources industry and non-resource industries integration, industrialintegration; Transfer industrial by imitation or cooperation, and undertake the industrytransformation; Restructuring industry through alternative industries, using waste resources.(2) The locking effect of resource industry reflected in excessive absorption of factors ofproduction, huge sunk cost and the extrusion of human capital and technology. Free trade andinnovation can reduce the cost of manufacturing, breaking inherent in the resource industry path,weaken the lock-in effect of the resources industry. Resource income distribution mechanism andindustrial development regulation mechanism can inhibit the prosperity of resources industry,change of flowing factor. (3) Based on the resource-based industries and the development of the manufacturing industrytrend in the Shanxi Province since the1990s, reveals resource-based industries continue tostrengthen and extrusion manufacturing. Drawing on the successful transformation of theresource-based regions and countries, provided ideas of the resource-based region to promotediversification of the industrial structure: First, drive to park platform, promote the non-resourcesectors by the association, integration, recycling, transplantation; Second, strengthening theregulation of the resource sector, inhibit production factors excessive concentration to the resourcesector; Third, reform the resource revenue distribution system, narrow profit of the resources sector,inhibit the resources sector excessive prosperity; Finally, investing in human capital, creating agood soft environment and building a corporate innovation system to enhance the capacity ofregional innovation, accelerated industrial diversification pattern formation.
