Subsequently, Beijing, Shanghai,Tianjin, Shenzhen, Xiamen and Changzhou took the lead in the city, opening the pilot work ofpublic rental housing system in our country."One two five" period is the key period of Taiyuan to build a well-off society in all-round way,to deepen the policy of reform and opening up, to accelerate the transformation of the economicdevelopment during the crucial period, Taiyuan is also the important period of strategicopportunities for development. Taiyuan is capital city of Shanxi Province, a major province ofenergy, at the same time as a national economic transformation of resources comprehensive reformpilot area, must make the transition well, lead the positive development of public rental housingconstruction, and strive to create a new situation of scientific development.The paper has a systematic interpretation on public rental housing of foreign public housingand our part of the city. By comparison with the Taiyuan public rental housing situation, we found tTaiyuan having some disadvantages, such as a shortage of supply, unreasonable rent setting andlocation, as well as low occupancy rate. In the aspect of mechanism construction, we don’t have asound queuing mechanism and incentive mechanism.Aiming at these problems, the author carries on the analysis from the specific circumstances ofTaiyuan draw the conclusions: first of all, we should actively improve the mechanisms of publicrental housing, open the bold policy innovation, and establish a diversified funds and housingfinancing channels. Secondly, we should carry out scientific location selection; formulate areasonable rental pricing mechanism. Thirdly, try to improve the operation mechanism. By making strict public rental housing access and allocation standard, strengthening the construction ofsystematic rent management. We can provide references for further improvement well. |
