Analysis On Output Efficiency Of China Patent Authorized By European

With the development of the scientific and technology revolution, the competition between theregions have been transformed for the competition of scientific and technological innovationcapability. Scientific and technological innovation ability has gradually become an important forceto promote economic development. The patent is part of scientific and technological output,and it isan important index which indicates the capability of technological innovation and invention.Therefore, researches in patent development has significant importance to raise the overallcompetence of a nation or region. For above, I collect abundant data relating to patent authorized byEuropean,with which I will do research on the development of our country in the patent patentauthorized by European by using theoretical and empirical analysis means. First， this papercalculates and analyses the changes trends and distribution characteristics of patent authorized byEuropean. The result indicates that the growth of China`s patent authorized by European is fast,buthave the small base. Second, on the basis of designing comprehensive index system of effieiency ofpatent output,this paper uses data envelopment analysis,analyses output effieiency of China’s30provinces and analyses China,eastern,central and western regions on above resuits. The resultindicates that the provinces in China’s eastern, central and western regions have obvious differencesin the output efficiency of China`s patent authorized by European.The output efficiency of China`spatent authorized by European of western region is highest, central and western regions are lower.Third，this paper studies the change of technological advances causes,and the change of pureefficiency and the change of scale returns by using Malmquist-DEA model,and acquires that thedecline of output efficiency of China`s patent authorized by European is mainly caused by the decreasing of technical efficiency.In view of this, this paper proposes a number of policies andrecommendations.
