Researches On The System Of Public Rental Housing In Changchun

In1994, the State Council issued a decision on deepening the reform of theurban housing system, the decision marked China’s housing system distributed fromthe welfare housing to the commercial housing change. Since then, China’s real estatemarket developed rapidly, the housing conditions of the urban residents and housingenvironment has been greatly improved. But in recent years，the speculations as well asmarket failure are widespread in the real estate market result in the deformability ofreal estate industry and the unreasonable growth of commercial housing prices,it notonly increase the burden on low-income people in urban local, but also migrantworkers overwhelmed. Those people who mainly consist of College graduates,Veterans, migrant workers, People flow and no room in the city and so on. Those whocan’t afford to buy commercial housing in the cities, also can’t bear the affordablehousing costs; Not eligible to apply for affordable housing and have no money to buyaffordable housing in the city, we call them "sandwich layer".The housing security system in Changchun city includes low-rent housing,affordable housing and public rental housing, the first two implemented time earlierand also made certain achievements, but the coverage area is too narrow. Public rentalhousing system is to make up for the defects of the previous housing security system, ittake the “sandwich layer”crowd really into the urban housing security system, to solvethe housing difficulties of this population. Since the public rental housing system inChangchun city launched and implemented in2011, there is no related research aboutChangchun city public rental housing system. For this reason, this paper puts forwardsome Recommendations for public rental housing system through the researches on therelated problems about public rental housing system in Changchun city and thesuccessful experience of the developed countries and regions.This paper firstly introduces the selected topic background and significance,domestic and foreign related research about public rental housing,describes theresearch methodology and framework and defines the related concepts involved in the study in the introduction part. Secondly, in the body of this paper, it describes thePublic rental housing system and the status of implementation of Changchun city,through the analysis on the current status of the system,we can know that there aremany factors affect the result of this system, such as relevant laws and regulations isnot sound, Government don’t attach great importance to the degree, the basic work isbackward, The great contradiction between supply and demand of housing,Lack offunding sources, Entry and exit mechanism is not sound, Supervision mechanism isimperfect and so on.Thirdly, in this paper, we analyzes the public rental housingsystem of the United States, Japan, Singapore and Hong Kong and other countries andregions, and to come to the revelation of the construction of public rental housingsystem in Changchun City. Finally, according to actual problems of Changchun publicrental housing system and draw lessons from the successful experience of developedcountries and regions, we put forward some Suggestions on system improvement, inorder to promoting the construction of Changchun public rental housing,andimproving the management mechanism for public rental housing system.
