Railway industry is an important infrastructure industry of our country, it has asignificant influence on the running of the country’s economic and social stability, butas one of the natural monopoly industries, China’s railway industry is lack of efficientarrangement of government and company, no reasonable price for a long time, but itsgovernment regulation of the reform process is very slow, within the railway industryhas formed a complex interest groups, the reform can not be in-depth. Since thebeginning of the era of high-speed rail, China’s railway industry has a whole rapiddevelopment, it has achieved striking success for further expand the scale, speed andbe a technology leader in the world of high-speed rail. However, with the rapidexpansion of the railway industry, the new trains added as well as communications,the signal technology updates, the railway industry in terms of business managementhas become more complex, it has been a new challenge of the government regulationsystem. The inherent drawbacks of the railway industry have become a big problem; what’s more, government regulation system has seriously affected the healthydevelopment of China’s railway industry, the continuous progress of the marketeconomy and the general welfare of the community level. In this context, this paperstarted from the Yongwen line serious railroad accident July23,2011.the reform ofgovernment regulation of China’s railway industry analysis from the followingaspects:Firstly, government regulation theory literatures review. through RegulationTheoretical Development Reviewing, and domestic and foreign scholars’ research onreforming of government regulation of the railroad industry, it can make a clearunderstanding of the development process of government regulation theory, andobtain a guidance for our The railway industry Government Reform theoretical.Secondly, the new change of the railway industry, technical and economiccharacteristics Rights of using railway exclusively has been a long time; it has lesspollution compared to other means of transport, natural monopolies, positiveexternalities, public welfare, and other technical and economic characteristics. Afterentering the era of high-speed rail, the technical and economic characteristics havechanged; it also has certain impact on the development of the industry andgovernment regulation.Thirdly, regulation reform of China’s railway industry and the necessity of further reform. in1881, China’s first self-organized railway-Tang Xu Railwayoperated, China Railway has gone through100years of history, this paper first givesa brief overview of the development of China’s railway industry, summed up theachievements but did not ignore shortcomings, later extended to the evolution of thereform of government regulation of the railroad industry in China, the main problemsof the current development of China’s railway industry.Finally, experience in developed countries and inspirations to China’s railwayindustry government regulation reform. This paper then describes the reform situationof government regulation of the railroad industry in the United States, the UnitedKingdom, and Japan, as their experience of China’s reform and revelation andconcludes the text on the basis of policy recommendations suitable for China’snational conditions and characteristics of the railway industry.
