With the globalization of world economy, the Chinese economy and foreign trade has been growing rapidly, Chinese ports and shipping industry have been developing at tremendous speed in recent years. In particular, as China joined the WTO, in the past decade, the ports’shipping ability was greatly improved. Since2003, both Chinese ports transporting cargos and containers have been ranked number one in the world. Strongly driven by the market demand, Chinese ports intensely compete planning, construction and investment. In recent years, Chinese ports’ investment in building made great achievements, but problems exist in the ports’ blindness expanding and low level redundant construction. As a result, with the increasingly fierce competition between ports, the problem on how to utilize resources, to enhance the operational efficiency of containers, to save cost and to improve the ports’efficiency has become the first problem for the ports’managers.On the basis of choosing the container terminals’various production quotas as inputs, the containers’throughput as outputs, this paper values the performance of14Chinese ports, which have nearly40container terminals. Based on the classic DEA model, this paper ranks the efficiency of container terminals between the year2004and2009,combined with the latest data in2010,this paper gives further research on the performance of the terminals and ranks them more precisely with cross-efficiency DEA model. First, Empirical results reveal that substantial waste exists in the production process of the port terminals and problems exists in the management process. Second, the paper reveals the scale efficiency and the state in returns to scale of the container terminals, and provides comments and suggestions for the managers, this research is a great reference for the port management department.This paper is divided into five parts. The first part introduction, present the background, the sense, the past research method and method used in this paper. The second part is literature review, hackles and induces the literatures on evaluation of the world’s ports and Chinese ports, points out the strengths and weakness of them. The third part induces multiple DEA models. The fourth part is methodology and empirical results, gives a discussion on the sense of outcome. The fifth part, conclusion for the former parts, gives strategy and proposals for the Chinese containers terminals.
