With the rise of Inner Mongolia economy in recent years, the urbanization has become an effective means to promote economic development of Inner Mongolia. Taking Dong Ujimqin banner, the biggest animal husbandry banner in Inner Mongolia Autonomous Region for example, this paper researches on herdsman people’s life and production activities in animal husbandry banner in the process of urbanization. The paper finds out that more work should be done in order to let the herdsman people share the urbanization achievement. The appropriate policies have been put up in the paper to benefit the herdsman people from the urbanization development, to promote the animal husbandry banner urbanization healthily, to speed up the pace to step into the well-off society.Basing on the theory of Marx’s basic structure, viewpoints and methods, this paper cards the Marx doctrine development achievement sharing opinions. The paper generalizes the connotation and characteristics of urbanization and the significance of urbanization policy in Inner Mongolia under the guidance of the opinions. Take Mu Qin banner as an example, the paper is sure of the significance of the urbanization policy in ethnic regions through introducing the achievement on infrastructure construction, industrial structure and the standards of living of town dweller. However in the process of the urbanization, there are still some problems, mainly as to herdsmen’s income, employment, education, social security. That highlights the unsatisfying sate of life in the process of urbanization. The paper concludes some policy recommendations which are beneficial for the development of urbanization in ethnical regions.
