Study On Optimization Strategy Of Small Towns Planning In The Northeast Plain

Small-town,grand strategy,this is the strategic thinking which Chinese famoussociologist FeiXiaotong put forward in1980s,also the significant guiding ideology withrespect to our county planning and construction of small town.Small town is the bridge andlink connected to city and villige,it play an strategic important part in solving surplus rurallabor transfer,breaking city and rural division,promoting country urbanization and boostregional economy.Northeast old industrial base give first place to developing large and medium city all thetime and overlook small town progress,which cause that the function of small town can notcome into play,thereby confine small town and country’s developing.Therefore this text isestablished in the whole Northeast,take example by historical experience, to solve theproblem as the guidance,insist on theory and practice, quantitative analysis and qualitativeanalysis,comprehensively use urban economics, urban geography, regional economics, ruraland urban planning, regional planning and other related theory, in the small town of northeastregional type based on discrimination, study the development mode and controlcountermeasures, to provide new ideas and new methods for the development of small townsin the northeast region.The article is divided into five parts:The first part: First of all discuss the research background and the problem, clear thesubject research center;Next, summarize the research purpose and meaning, sure the value ofstudy of the problem;Last, the paper expounds systematically the method of research, thethinking and give the framework of the arrangement.The second part:Define the basic concept related to topic selection and study content andsum up the research progress of small town planning at home and abroad.The third part: First reviewed the evolution process of small towns of the northeast plainregion and do section for the history of the development of the small towns on the northeastplain region.Then based on the small towns of the complexity of the issues toconsider,classify the northeast plain area small towns.The forth part: Comprehensively considerate the different types of urban characteristics,functions and developing conditions, Analyse the current situation and existing problems ofsmall towns on present northeast plain,then analyse the the power factor and restrictingfactors of development of small towns on present northeast plain.Last, combined with theprinciple of the optimal small towns, propose the feasible optimization strategy for thenortheast plain area small town planning. The fifth part: Empirically study taking Kaian town in Nongan county as example. By theanalysis of characteristics of the situation and status for Kaian town put forward the problemwhich the Kaian town development are faced with and the corresponding strategic choiceultimately.
