The Study On The Status Quo And Strategy Of Rural Income In Xinjian Province

In the agricultural country like china, the essence of farmer, agriculture and rural area is the fanner issue, the essence of which is the rural income and the protection of rights and interests of farmers.Currently, china has paid the increasing attentions to the farmer, agriculture and rural areas, while government has also took some measures to increase the rural income and abolished the agricultural tax which has continued for thousands of years. However, the farmers’incomes increased extremely slowly, which means the income gap between farmers and urban citizens is widening. The per capita income of farmers is equivalent to a third of that of urban residents. In the case, the low income group has been formed, including poverty-stricken households that need the supports from the government by the financial transfer. The rural income directly influences whether the enthusiasm for production of the farmers can be mobilized, and furthermore, the sufficient foods to meet the social demands have the effects on living stability and effective security of around70%farmers.For those reasons, the method to increase rural incomes is tremendously crucial and significant for us to maintain the sustainable and stable development and prosperity.In the industrial composition of xinjian province,the industry still remains in the dominant position. However, the agricultural output created by the77%farmers only accounts for the21％of gross production.In2002,the ratio of per capita net income of farmers against that of employees in xinjian province was1:2.86,in2007which increased to1:3and then to1:3.62in2008.Despite of the constant development of marketization, the income gap between the rural and urban residents has continued to widen.We have to be worth considering profoundly about this phenomena.The author has analyzed the major characteristics of the rural income in xinjian province by the combination of qualitative, analysis, and quantitative analysis, that of theoretical study and cases and analyzing the recent data of the income of farmers in xinxian province alongside the comparison of the incomes between urban and rural residents. The author considers that the rural income in xinjian province has such characteristics as the single rising channel,hard wealthy accumulation and the slow income growth. In addition, he also has discussed the economic factors, scientific and technological and cultural factors as well as the regulation factors that restrict the rise in rural income, and propose some basic strategies to increase the rural income, including promoting the internal dynamics in the income growth, deepening the reform of rural systems,speeding up the industrial operation in agriculature,putting forward the building of urbanization and so forth. He expects to make some references and suggestions for accelerating the income growth in xinjian province in the thesis.
