According to the British risk assessment Maplecroft company announced greenhousegas emissions data shows that China’s carbon dioxide emissions into the atmosphere ofmore than6billion tons,5.9billion tons more than the United States in the world, theChinese government in the greenhouse gas emission as face unprecedented internationalpressure. The present urbanization, industrialization is in the rapid development of theperiod, such as steel and cement, the demand of product of high energy consumption andimprove the quality of life of life brought about the increase of energy consumption, makesour country’s carbon emissions is facing a great challenge. This paper studies therelationship between urbanization and carbon emissions, urbanization developmentdifferent stage of carbon emissions change rule, analysis of the factors affect carbonemissions, the result is advantageous to the government and policy Suggestions toparticipate in international negotiations and the game theory, also be helpful for thegovernment in the course of urbanization from the basic characteristics of carbon, lowcarbon cities for the development of industry and energy policy.This paper mainly studies the content: it is according to the Kaya formula from thepopulation, the per capita GDP and energy intensity, industrial structure and the energystructure five aspects in Shandong province on carbon analysis the influence ofurbanization;2it is calculation and analysis of Shandong province carbon emissions ofcarbon emissions characteristics, using factor decomposition model analysis of economicgrowth and carbon emissions intensity change on the contribution of carbon emissionschanges; The use of cointegration theory analysis of the two variables long-term balance;Using the vector error correction model to analyze two variables of the dynamicrelationship between short-term; Use of granger causality test, analyzed the causality. Themain conclusion: one is the fast economic growth is carbon emissions in Shandongprovince, the main driving force of growth;2it is urbanization and carbon emissions, thereexists a long-term stable equilibrium relationship and elastic; Three is the urbanization iscarbon emissions growth Granger one-way reasons. Policy proposals: one is to optimizethe industrial structure and energy consumption structure;2it is the energy conservation carbon reduction initiative and consciousness;3it is accelerating low carbon urbanizationdevelopment. Innovation points: first, using factor analysis method to decompose inShandong province carbon emissions characteristics, effect of decomposition analysis, tomake energy saving carbon reduction policy measures to provide the theory basis;2it isusing cointegration analysis theory, the vector error correction model and granger causalityanalysis model and measurement method of urbanization and economic research andanalysis the relationship between the carbon emissions, to advance low carbonurbanization development policy measures to provide the theory basis.
