With the rapid development of information technology, a variety of businesses of services industry are changing, and the role of them are growing in the society of economy. However, the level of our operational management of the service sector is relatively low, which not only seriously hamper the rapid development of service industries, but also do not meet the market demands of economic development. The outlets of service industry are the main windows of their services, and the waiting time customers taking in accepting services has to be seen one of the most important aspects of service qualities, however, the customers often encounter a long waiting process for a variety of businesses which cause their dissatisfaction about service efficiency. It is can be seen that the design of service process will directly impact the level of service and is on behalf of the service level of the enterprise. Therefore, under different service environment, this paper makes research on the flexible management of service business processes of the services network, and propose a variety of mathods to reduce the negative effects resulting from a long waiting time customer taking, so managers should establish service flexibility by using alternative service process through the changes which happen to the demand of customer. It makes far-reaching significance on enhancing the competitiveness of enterprises. Firstly, the study was constructed a framework to consider the waiting time for service of process design, which is based on the related service flexiblity theory and queuing theory, and combined with the characteristics of stochastic service system;Secondly, the paper analyse of the status of the service outlets and propose the main problems on service process; At the same time, using the methods of qualitative research and quantitative analysis, the paper propose the corresponding improvement plan. Then, in the context of the study, using Witness simulation platform, the paper combine the discrete event system modeling and queuing theory to study the simulation method of service process design considering customer waiting time; Second, in different services environment, the paper propose service ability to configure the system optimal solution, and the corresponding indicators show that this scheme can effectively improve operational level of service processes; Finally, the efficient services process to McDonald’s application demonstrate the feasibility and effectiveness.
