On The Improvement Of China’s Personal Income Distribution System

Histories of the countries of the world shows that it is of great importance to a country’s economic development and social stability whether the country’s income distribution system is perfect, and personal income distribution fair. It has been30years from the beginning of our country’s reform and opening up, during which period China’s economic, political, cultural, social and other aspects’development have made great achievements and have been attracting worldwide attention. Meanwhile, China’s personal income distribution gap has been growing gradually; as a result, social conflicts have become increasingly prominent. At present, China is in the critical period of implementing the scientific development concept, building a socialist harmonious society and.constructing a well-off society.At the same time we are facing the world financial crisis and the domestic reform entered a crucial stage.How to improve the system of personal income distribution in China, expanding domestic demand, resolve conflicts and improve the living standards of the people is placed in front of us.This thesis is based on the domestic research results on the personal income distribution, as well as the main points of the Marxist theory and modern western theory on this subject. Looking back China’s development process of the personal income distribution, a detailed analysis on the status quo of our personal distribution system will be given. From the theoretical and practical perspective, the thesis will analyze what impact will have on the expansion of domestic demand, social stability and on building a harmonious society result from the large gap between personal income distribution.Finally, how to improve the income distribution system in China is to be analyzed through the initial distribution, redistribution and the third level of the distribution.This thesis focused on the use of empirical research methods, complemented by literature study. Based on a large number of detailed, specific data, the personal income distribution system in our country’s history and the current state of this system are to be analyzed empirically, and eventually through logical analysis of the classic theory on personal income distribution, the thesis arrives at its conclusion. The process of empirical study used is the combination of the quantitative research and qualitative research method, by which means the results of the literature search is summarize, so that this thesis is based on a verification process and a solid reality.This article is divided into three main parts:the first part summarizes the basis of personal income distribution theory, including the basic concepts, Marxist and modern Western theory of personal income distribution. The second part looks back China’s development process of the personal income distribution,before and after the reform and opening-up and analyses the status quo of our personal distribution system, including the initial distribution, redistribution and the third level of the distribution,shows the gap between personal income distribution in the urban and rural, different region, industry and groups,studies the tax system, the social security system, public goods supply system, intergovernmental transfer payment system, and the third level of the distribution system. The third part is about how to improve the personal income distribution system in China. A series of systematic recommendations is to be put forward, including that the initial distribution of the system should be strengthened to ensure that the equalization of opportunities for personal income distribution, the proportion of the labor remuneration in initial distribution should be improvement, urban-rural, regional coordinated development should be strengthened; The redistribution should speed up the reformation of the tax system, financial system, establish and improve the social security system; the third level of distribution system is necessary to strengthen the construction and cultural construction of social charity, give full play to the government the role of distribution, develop community philanthropy.
