The American public housing policy has a long history, which is an importantmeasure of the federal government to solve the housing problems of low-incomegroups. Although the policy was forced to suspend or transform in the developmentprocess, it has been active in the social welfare and urban construction. The Americanpublic housing construction began to decline after1970s, and a lot of social problemscame with the decline of the entity architectural, such as concentrated poverty, racialsegregation, supportive services missing, management failure, the requires of publichousing reform were growing quickly. For revealing the decline of public housing, theHOPE VI program attracted a wide range of community concern which enacted bythe Congress in the century of change. Launched in1992, the$5billion HOPE VIprogram represents one of the most ambitious urban redevelopment efforts in thenation’s history. This article intended to carry HOPE VI program into the U.S. publichousing system, and explored the HOPE VI program achievements and defect throughthe specific case study of Chicago, strived for providing a comprehensive andobjective analysis and evaluation of HOPE VI program.This dissertation is composed of three parts, the introduction, the body part and theconclusion.The introduction includes the significance of this research and a review of theliterature in this field of domestic and international, theory application, innovation,basic content and structure of this dissertation.The body part includes five partsChapter1will be divided into three stages as the New Deal, World War II and theearly postwar period,1960s, to introduce reviews the development of public housingin the United StatesChapter2analyzes the new American public housing policy–HOPE VI program,including the background, content, and a profound analysis of its contact with otherpublic housing policy. As the major part of this dissertation, there will introduce theother public housing policies-Housing Voucher and Section8in this part, and analyzes the implementation of them in the HOPE VI program.Chapter3introduces implementation of HOPE VI program, including theprogram’s objectives, concepts and measures, explores the transformation of publichousing in more detail.Chapter4focuses on implementation of HOPE VI program in Chicago, analyzesthe HOPE VI program achievements and defect through the important case study ofChicago. In this part, the dissertation discusses the main reconstruction measures ofthe decline of public housing, strived for providing a comprehensive and objectiveanalysis and evaluation of HOPE VI program.Chapter5divided the evaluation of HOPE VI program from the experts in this fieldinto positive and negative aspects, explores the implementation results and impact ofHOPE VI program.The conclusion summarizes main viewpoints of the dissertation. As the importantpart of American housing policy, the reconstruction decline public housing measuresof HOPE VI program Guiding important significance on Chinese low-income housingconstruction.
