Service industry plays a more and more outstanding role in china’ national economy,since the reform and open policy. Service industry plays an important role in theadjustment of the industry structure, increasing employment, promoting economicgrowth and maintaining social stability. Shandong is a big economic province in China,but it has a relatively weak service industry. There is a large gap in the development ofservice industry between Shandong and the other provinces which have a similareconomic development level. The gap is reflected not only on the total, but also on thedevelopment level. The lagging development of the service industry restricts theeconomy of Shandong province to a new step.
