In recent years, the "three rural" issue has been the Central and the State Council focuses onobjects, such as rural or remission, nine-year compulsory education policy, is to raise the level ofrural economic development and cultural and educational level. Rural residents ’ health problemsalso are the Central and the State Council’s focus and, to that end, proposed the "new ruralcooperative medical system", it is countries improve the quality of health services in rural areas inthe new period in the development of a weapons policy. New rural cooperative medical system isthe farmers ’ voluntary participation, and by individual, corporate and Government funding, systemsof Government playing a leading role. In the course of implementation of this system, medical costsare too high too fast growth management, payment confusion, leading farmers ’ difficulty, high costof a growing problem, so you have to carry out a new rural cooperative medical payment reforms toalleviate these problems. So a reasonable payment methods is very important, will not only alleviatethe financial burden of the patients, can also make medical resource optimal, sustainable andhealthy development of the new rural cooperative medical system, with a very important practicalsignificance.This article mainly through the development of rural medical insurance in our country andstudy on the types of payment methods, drawing on Thailand, and Singapore, and Germany andother countries from the medical model to find optimal payment methods from Shanxi province,respectively, from the legislative, regulatory, evaluation, organization and management work aswell as a number of countermeasures to perfect new cooperative means of payment reform inShanxi province.
