In the era of economic globalization, multinational corporations gradually have stationed from the coastal open cities to the inland areas, Multinational corporations, which allocate the resources worldwide, have various advantages of talent, technology, management, capital, and market information, owing a strong competitiveness in production and capital markets. Thus, domestic enterprises should actively participate in the wave of globalization to obtain greater economies of scale and competitive advantage, which is a inevitable road to the development of China’s chemical industry. For the chemical industry, especially in China’s vast inland provinces, facing the dual pressure of competition from multinational companies and coastal areas which have the location and market advantage, have to find the road suited to their development.Jilin Chemical industry is the pillar industry of Jilin Province, in order to improve the leading role to the economy of Jilin Province, we choose Jilin chemical industry cluster as our object of study, and understanding the industrial clusters of old industrial bases and inland provinces. Though an understanding of the chemical industry development at home and abroad, we found Asia‐Pacific which has a vast market is the future will be global chemical hot investment, and technological change will have a great help to the chemical industry in the future. China is still a serious problem of excess, industry concentration is still not high, and there is still a large space for development of this field of production and energy saving.In the chemical industry overcapacity background, institutional factors have led to the lack of raw materials, the local market has not been good cultivation, the lack of potential extensions led to low value‐added products, all these led to the slow development of the cluster. The technology and market restrictions of Jilin chemical industry cluster facing device aging and low northeast chemicals need, capitalized and technologically of the large chemical foreign and developed coastal Chemical have formed competitive pressures, so the Jilin chemical industry cluster is less competitive. Old enterprise Ji hua need to eliminate backward production capacity and use technology to improve the device, thus，scientific research and technology by the limit of capital and skilled personnel are also unfavorable factors of development.The development of Jilin chemical Industrial cluster need to adapt to the situation, and need to improve on the basis of its characteristics，our recommendations are from the following four aspects. The first is to strengthen the cultivation of human capital, and to promote technological innovation; the second is to take the development of circular economy mode, and to speed up the industry chain adjustment; the third is to reform of the financing system in order to activate the development of small and medium‐sized enterprises; the fourth is to strengthen the construction of laws and regulations. First of all, we have to make good use of cluster original human capital advantage, to help the development of enterprises with innovation and technological progress. Secondly, we have to follow the overall circular economy mode, adjusting the process and applying new technology to energy saving and safe production, and adjusting the product structure to deal with the drawbacks of low value‐added. Again, in order to overcome the shortcomings of the existing institutional issues，we should foster new local chemical companies to form a new growth point, or improve the financing system to promote the development of small and medium‐sized enterprises. Finally, we should strengthen the construction of local laws and regulations to safeguard the continuity of policies and market competition normative. In addition, cluster enterprises must in accordance with "12th Five‐Year Plan" for Chemical industrial structure, energy consumption, environmental protection, safety and other aspects, transform the industrial chain, in order to get a better income.
