Sichuan Rural Special Technology Association Current Situation Analysis And Development Countermeasure

Along with the times pace of the reform and opening up, the rural professional technological societies in Sichuan province has developed for more than30years. According to the statistics in2011, the number of Sichuan rural professional technological societies reached10194with3.01million household members which expanded762million rural household and created the total production value of65billion Yuan and sales revenue up to53.7billion Yuan. These societies are paid great attention by the government at all levels, which play an important role in agricultural promotion, revenue increase and rural stability. It makes significance for Sichuan rural professional technological societies to become stronger and better. This paper is especially based on the Sichuan rural professional technological societies to analyze the current situation, function, the existing problems/reasons and the developing tendency, etc from various angles and levels, by means of documents review, field investigation, sample survey and face-to-face communications, to finally put forward the counter-measures for developing these societies.This paper firstly describes the developing situation of Sichuan rural professional technological societies from the perspective of its concept and legal status, including the background of creation and development, basic situation, types, professional distribution, developing progress, characteristics and functions, etc. Then it analyses its specific functions in the aspects of economy, politics, psychology and culture, and undergoes a survey on the existing problems, causes from the internal and external of the societies. These main problems include four aspects as following:1. the number and quality of the societies need to be improved under the circumstance of unbalanced regional development;2. the low participation of the members because of the loose connection mechanism for inner benefit;3. the inadequate development and unsound management mechanism;4. incomplete function for service fails to satisfy the multiple needs of the members. Besides, this paper makes anticipation on its developing tendency that the social organization attributes of the rural professional technologic societies will not change, and it will develop in the comprehensive and substantial ways. Some of the societies will undergo the through change and they will play more important role in the scientific popularization as well as the social service system construction in rural areas.From the above analysis, this article proposed the countermeasures to promote the development of Sichuan rural professional and technical associations in many aspects.1. to further enhance the awareness of the importance of the development of professional and technical associations in rural areas;2. departments jointly promote the professional and technical associations in rural areas;3. deepening of the policy guidance to increase efforts to support the professional and technical associations in rural areas;4. efforts to improve the operating mechanism to enhance self-development capacity of the professional and technical associations in rural areas;5. introduction and cultivation of both to promote the qualified personnel team building in the professional and technical associations in rural areas.
