| With the demand of developing economy in China, in the face of the opportunities andchallenges, how can the cities in small scale formulate specific Industrial Policy forthemselves, excavate their potential, comparative advantages and differentia feature, fostertheir pillar industries，and survive in this fierce competition? This paper selects the economicdata since2001, to analyze the macro-environment of Huadu, including strengths, weaknesses,opportunities and threats. On the basis of that, it analyzes the auto mobile industry as the mostimportant pillar industry of Huadu. Then it explains why Huadu chooses this industry as itspillar industry, using the choosing norms and the general environment analysis (PESTanalysis). Then it analyzes the problems in Huadu’s industrial policy, and how to improve theregional policy system to build the sustainable development environment. Finally, itsummarizes some rules and implications for other developing region like Huadu to use forreference.This paper emphasis that policy fomulation must based on the improvement of the policyobject and the optimization of the policies. Therefore, the outline on present documentsincludes two parts: one is the researches on facilitating of industrial cluster at home andabroad; the other is the researches on the government policy. Then find out the extractionpoint of analyzing the supporting policy system of Huadu’s auto mobile industry. Thetheoretical basis includes: theory on public policy，theory on regional innovation, theory oncompetitive advantage. All these theories are used as the theoretical basis for providingreasonable suggestions for the development of Huadu’s auto mobile industry.In the respect of real base of policy research, detailed data has been used in the paper toanalyze the current status of Huadu’s industry development as the specific policy object. Itturns out to have a basic judgment on its advantages, disadvantages, external opportunitiesand challenges of development, which will help to improve the policy pertinence. On theother respect, the paper looks into the current related policies and their effects of thegovernments in Guangdong Province, Guangzhou City and Huadu District. Aiming at theproblems of the auto mobile industry, this paper is working out on the direction of theupgrading policies for this industry.The paper is studying on the rational policies on upgrading the auto mobile industry inHuadu. It put forward the proposal that series of meliorative policies and measurements areexpected to be worked out to promote its competitiveness. This goal is achieved by defining the policy objectives of upgrading the auto mobile industry, the policy orientation ofestablishing scientific development, policies of optimizing industry guide; policies ofconfiguring related supporting industries, policies of enhancing the efficiency ofadministrative services, policies of expanding the demand factor, and policies of improvingthe labour factor, policies of enhancing scientific elements; ect. It makes active exploration toimprove government economic regulation ability and administrative efficiency. |
