Research Of The Farmland Water Conservancy Project Performance Evaluation In Zhejiang

Farmland water conservancy is the important infrastructure for the agriculture development, is the basic conditions of rural economic and social development, is the important support system for the country’s ecological civilization. It is useful for increasing grain yield and the income of farmers, enhancing the ability of agricultural resist natural disasters and optimizing the structure of agriculture to carry out the construction of farmland water conservancy projects.From2004to2009, six continuous first article of the party authorities released from the central government emphasized that investment on farmland water conservancy constructions should be increased. The first article of the party authorities in2011,"the decision to accelerate the reform of water conservancy", is to highlight farmland water conservancy constructions, on which10%of land-transferring fees will be spent, and a new climax will be coming for farmland water conservancy constructions. So, it is really urgent to discuss how to make reasonably financial fund plans for farmland water conservancy constructions by performance evaluation.Based on the previous research, the paper summarized the applicability and deficiency of each performance appraisal on farmland water conservancy. According to the constructions property in Zhejiang Province and the requirement of modern agricultural society and environment, a combined performance appraisal system has been built, which involved process and result of farmland water conservancy, and included5performance indexes, such as implementation performance, economy performance, technology performance, environment performance and society performance. The performance appraisal system will be described based on a farmland water conservancy. The paper was divided into6parts.Firstly, it introduced the background, means and meaning of the research. Secondly, it analyzed the performance appraisal in China and abroad. Thirdly, it explained the means of performance appraisal on farmland water conservancy, in which one has been chosen. In forth part, a new performance appraisal system was raised, including evaluate content, evaluate index, weighing analysis, evaluate degree and evaluate standard. In fifth part, the new performance appraisal was applied in a case. In sixth part, the research conclusion was achieved and research direction was pointed out.
