BOT is a new form of project fund raising, wherein urgent infrastructure the government is enable to invest in can be constructed in advance by the aid of private proponents and their construction ability. It opens a new channel for public project capital. BOT has been praising highly by governments since its debut.Presently, there’re some misunderstandings in the practice of our government. For seek of official achievements, project BOT have been carried out with little consideration of cost or result at many places, which caused the frequently appearance of bad phenomenon like uncompleted buildings. The author of this thesis, having read large amount of documents, studies BOT fund raising strategy on government’s side using the methods of both theoretical generalization and empirical analysis, in hope that this study would provide governments with some prompt in their decision making so as to solve the contradiction of fund shortage and the governments’strong demand of infrastructure.This thesis is constructed of seven chapters. Chapter One and Chapter Two are introduction and literature review, in which, basic knowledge and characteristics of BOT, theoretical study and practical experience both abroad and at home are introduced. Normal mode and operation procedure of BOT are mentioned to draw forth three strategies that the Chinese government usually adopts to carry out BOT; Chapter Three to Chapter Five discuss the three fund raising strategies. They are the cornel of this thesis. In these chapters, the discussion centers on the precondition that the government complete its project in advance and the purpose that the government insure the lowest investment, the lowest risk and best working status of equipment when recycling projects. The main strategies include the governments’choice of fund raising mode, consideration of comprehensive investment as well as risk analysis and prevention; Chapter Six tests and verifies the fund raising strategy exemplified by BOT of Qingchun Road Crossing River Tunnel Project in Hangzhou which was experienced by the author herself; The last chapter is the conclusion and an expectation of BOT fund raising in China.
