Affordable housing is a national civil engineering, in order to make low income person" home ownership", China has established a multi-level, diversified housing security system. At present, to low-cost housing, economic applicable housing as the main form of housing security system is initial form. Every year the government invested a huge amount of financial capital in affordable housing construction. How to make good use of limited funds, build quality, affordable housing for low-income families, as scheduled delivery, has been the focus of the society. Construction project lasted long, until the completion of the project from the project proposal delivery of the whole process, will be after several years. During this period, not only to do a good job in planning, research, design, evaluate, optimize the management, but also in the implementation phase of investment is required to do, quality, schedule, safety, coordination, control, make the project ultimately achieve the anticipated investment benefit and good social benefit. Therefore, the whole process of construction projects management has a very important significance. In this paper, combined with the current domestic and international construction project management of the advanced experience and our country in construction projects in the field of present situation, proposed based on the owner’s affordable housing construction project whole process management method and countermeasures.Based on the construction project management are summarized, and the detailed analysis of the current construction project management and several kinds of typical pattern; secondly, to the rise of economic rental housing construction project as the research background, the perspective of the owner of the affordable housing construction project whole process management put forward the management countermeasures, points out that in the early stage of project construction, through the feasibility research, raise a project decision-making level; in the preliminary design, technical design, construction drawing design, in conjunction with the designers from the design of shape, function, structure, energy saving aspects of economic and technical comparison and analysis, make cost and function of the case-control study, do a good job in project design scheme selection; in the project implementation stage, through investment, quality, schedule, safety, information management target specific control work, to realize the target control system optimal work, summed up the implementation of the project method and experience; in the project each phase to take control in advance, control in the thing, after the event control combination, macro-control and microcosmic management combining methods and measures, to the project construction of comprehensive control; through the whole process of project construction management evaluation, Revisiting the management method and strategy, sum up experience, draw a lesson, improve the management of own management level, improve the management mode.In order to the forward, and peer exploration project management theory and practice, to improve the management, the innovation management, to promote the healthy development of affordable housing construction.
