A Study On Huaihua Small Town Contruction

The issue on the construction of small towns relates to the solutions to "three problems about countryside, agriculture and farmers" as well as the major concerns about development of economic community in both urban and rural areas. To research and figure out this issue means great theoretical and practical significance. In2007, the proposal about the urbanization with Chinese characteristics was put forward on17th National People’s Congress of CPC according to the principles of comprehensive arrangement for urban and rural areas, reasonable distribution, functional integrations and the strategy to boost smaller areas by larger ones, in order to spur coordinative development of cities with different scales. It has shown the direction of scientific development of small towns for our country. In recent years, Huaihua Municipal Party Committee and Municipal Government combined the theory with practice and set forth a development goal of building a trade and logistics center and an ecological and living-suitable city, increased investment in the construction of the downtown area. The condition of infrastructure has been further improved with increasingly obvious boosting effect by the centre city. However, affected by a range of factors such as the geographical environment and economic development, the existing overall level of Huaihua’s urbanization is not very high. Especially there are till numerous problems in small town construction. Consequently, it is necessary to solve all these problems through theoretical and practical exploration. By investigating the construction of small towns in Huaihua, this paper has figured out her difficulties to overcome the shortcomings, Including backward urban arrangement, low level of urbanization, constructive financing, shortage of industrial support, unsatisfactory environment for development, talent gap of constructive management and other sharp difficulties. On basis of the efforts to analyze the related causes as well as the typical case studies of Zhongfang County, with the contrast to the relevant experiences on the construction of small town from several experts and scholars. It suggests that a plan should be made for scientific urban arrangement, build a ecological and living-suitable small town, unblock the channel of financing and investment. Vigorously develop leading industries, improve our political system and implement a talent strategy of small town. The above six aspects of counter-measure and suggestions on the construction of small towns speed up the construction of small towns in Huaihua constantly and further improve the level of urbanization in Huaihua.
